The opposite is true: public funders love physical products — machines, factories, and production lines are exactly what industrial policy money exists for. Capex-heavy projects that scare VCs are what grant committees fund every week. EIC Accelerator

The flagship EU deeptech instrument, and hardware is its sweet spot — the program explicitly favors high-risk technology that private investors underfund, which describes most hardware. The grant component (up to €2.5M) can fund TRL 6-8 development including prototyping and pilot production. Brutal competition, multi-stage process, but the largest single check on this list for a young company.

ALTUM Production Innovation Program (Latvia)

One of Europe’s most aggressive manufacturing instruments right now: loans with a capital rebate — up to 30% of the principal written off, capped at €1.5M, if you deliver the project. Requires an innovation opinion from the Latvian Science Council, and products with dual-use (civil + defense) potential get application priority. If you’re willing to build in Latvia, this plus SEZ tax relief makes it one of the cheapest places in the EU to stand up a production line.

Innovate UK Smart Grants

Funds “game-changing” innovation with clear commercial potential — hardware projects with defensible IP score well because the innovation is tangible and the route to market is concrete. EU Innovation Fund

For when the factory IS the product: the Innovation Fund backs first-of-a-kind industrial plants that cut CO₂ — clean steel, batteries, low-carbon materials, electrified processes. Small-scale projects (below €20M capex) get a simplified track. This is late-stage money for proven technology scaling to production, not for prototypes — but nothing else on this list writes checks this size.

07Latvia 🇱🇻Up to €25K at 85–100%

LIAA Innovation Vouchers (Latvia)

The fast, small, underrated one: vouchers covering feasibility studies, industrial research, prototyping, certification, and IP registration for new products — at 85% intensity, or 100% for a first-time cooperation with a research institution. For a hardware startup, that’s your CE-marking tests or materials validation essentially paid for. Work runs with an accredited research organization, and you pitch the product to an evaluation committee in person.

The one rule that disqualifies more hardware startups than any other

Do not start before you apply.Nearly every capex-support program — ALTUM rebates, Innovation Fund, most national schemes — requires that the project has not begun before the application is submitted. And “begun” includes signing a binding purchase agreement with an equipment supplier. Run your procurement, collect quotes, negotiate terms — then submit the application, and only sign after. One premature signature can make an entire project ineligible.

Layer capex money and product money separately

Hardware startups need two different kinds of funding, and different programs serve each. Capex instruments (ALTUM rebates, Innovation Fund, national investment programs) pay for machines and buildings. Product-development instruments (innovation vouchers, Horizon consortia, SBIR, Smart Grants) pay for R&D, prototyping, and certification. The strongest strategy stacks one of each: a rebate-backed loan builds the line while a voucher or R&D grant funds the product that runs on it. State-aid ceilings apply cumulatively, so track your totals per company group.

The dual-use wave is real money

European defense-industrial spending is reshaping grant priorities in 2026. Programs across the EU now give explicit priority to dual-use technology — components and processes with both civilian and defense applications. Latvia’s production innovation program literally moves dual-use applications to the front of the queue. If your hardware can credibly serve defense supply chains — precision components, sensors, materials, communications — say so in the application. It changes your odds.

Where you build changes what you get

For manufacturing, location is a funding decision. Several EU countries offer regional layers that stack on top of everything above: special economic zones with corporate-tax relief, regional capital rebates, cheaper industrial land.
