Latvia Dual-Use & Defense Manufacturing Priority Lane
Latvia moves dual-use (civil + defense) manufacturing projects to the front of its support queues — a Ministry of Defence opinion unlocks priority in the €100M ALTUM innovation package.
About this grant
With NATO's eastern flank rearming, Latvia has built an explicit priority lane for dual-use manufacturing — products and processes with both civilian and defense applications. The gateway is an opinion from the Ministry of Defence confirming dual-use applicability, which grants application priority in ALTUM's production innovation program (loans to €5M, rebates to €1.5M) ahead of the standard queue. The LIAA business incubation program likewise explicitly welcomes dual-use product makers, and the ALTUM large investment program includes defense-industrial projects. Precision metal fabrication, sensors, components, communications, and materials businesses qualify more readily than most sectors. Combined with the planned defense infrastructure expansion in the regions, dual-use positioning is currently the widest-open door in Latvian industrial support.
