ALTUM Business Greening Loan with Capital Rebate (Latvia)
Up to 30% of the loan forgiven for energy-efficient equipment, renewables for self-consumption, and resource-saving processes — SMEs outside the Riga region, first-come-first-served.
About this grant
Funded by the EU Just Transition Fund with a €41.5 million envelope, this ALTUM program supports SME greening projects in Vidzeme, Kurzeme, Zemgale, and Latgale — explicitly excluding Riga, Jūrmala, and the surrounding Pierīga municipalities. Eligible activities: energy efficiency improvements in buildings and production equipment, renewable energy for self-consumption (solar, biogas, hydrogen), and new products or processes that significantly cut resource use and emissions. Support takes the form of a loan or guarantee with a capital rebate of up to 30% of eligible costs, term up to 20 years. Applications are first-come-first-served until funds are exhausted, and require a certified energy audit (or equivalent specialist opinion) up front. The project must not have begun — no signed supplier contracts — before applying. Award decisions possible until end of 2027; projects complete by early 2029.
Eligibility criteria
- ✓SMEs implementing projects in Vidzeme, Kurzeme, Zemgale, or Latgale (not Riga/Pierīga)
- ✓Certified energy audit before application
- ✓Project not started before application
- ✓De minimis headroom in the company group
