How to Write a Grant Application That Actually Wins

Most grant applications fail for the same reasons. After reviewing hundreds of funded and rejected applications across EIC Accelerator, SBIR, Innovate UK, and Web3 programs, the patterns are consistent and learnable.

These 12 rules apply across almost every major grant program. They're not about formatting or compliance — they're about the quality of thinking that separates winning applications from the other 95%.

Rule 1: Lead with the claim, not the context

Most founders write grant applications the same way they write academic papers: background → problem → related work → methodology → results. This is exactly backwards for grants.

Evaluators read dozens of applications per day. By the time they reach your actual claim in paragraph 4, they've already formed an impression. Lead with the most important sentence in your application.

Weak:

"Digital identity has become an increasingly important topic as the internet has evolved. With the rise of data breaches and privacy concerns, many academics and practitioners have proposed various solutions over the years. Our project builds on these existing approaches to develop..."

Strong:

"We've built a zero-knowledge credential system that allows banks to verify user identity without storing any personal data — eliminating GDPR exposure on verification while cutting compliance costs by 60%. We need EIC funding to deploy to three EU financial institutions over the next 18 months."

The strong version tells you what it is, why it matters, and what the money is for in three sentences. The weak version could describe anything.

Rule 2: Quantify everything

Evaluators are trained to be skeptical. Vague claims ("large market," "significant improvement," "strong team") register as nothing. Specific numbers register as evidence.

This applies to everything:

  • Market size: not "a large and growing market" but "€4.2B European digital identity market growing at 28% CAGR (Gartner, 2026)"
  • Technical performance: not "significantly faster" but "4.7x faster than the current state-of-the-art on the standard benchmark"
  • Team experience: not "extensive industry experience" but "combined 22 years building B2B SaaS, including leading engineering at [named companies]"
  • Commercial traction: not "several promising conversations" but "three signed LOIs from [Bank A], [Bank B], and [Fintech C] representing potential €840K ARR"

Every claim you make without a number will be mentally discounted by evaluators. Every claim with a credible number will be registered as evidence.

Rule 3: Name your competition and respect them

The worst move in any grant application is dismissing competitors. "There are some existing solutions, but they all have significant limitations" signals you don't understand the market.

Strong applications name specific competitors, explain what they do well, and make a precise argument for differentiation. This does two things: it proves you understand the landscape, and it makes your differentiation argument more credible by contrast.

Weak:

"Existing identity solutions are slow, expensive, and don't protect privacy."

Strong:

"The incumbent solutions are Onfido (€0.45/verification, centralized data storage, GDPR exposure) and Jumio (€0.55/verification, similar architecture). Both serve large enterprise customers well but create systematic GDPR liability that MiCA regulation now makes acute. Our zero-knowledge approach costs €0.12/verification with zero stored data — compliant by design, not by architecture."

The strong version gives evaluators a specific framework for understanding why you win. The weak version gives them nothing to work with.

Rule 4: The problem must be worse than you think

First drafts consistently understate the problem. Founders assume evaluators understand the pain — they don't. Evaluators often have no background in your specific domain.

Make the problem visceral:

  • What happens to a company that doesn't solve this?
  • What is the annual cost in euros/dollars/time?
  • Who specifically suffers from this problem today?
  • What evidence do you have that it's a real problem, not a theoretical one?

Customer quotes are underused in grant applications. "Our three largest prospects told us this compliance cost was delaying their MiCA readiness by 6+ months" carries more weight than three paragraphs of market analysis.

Rule 5: Your differentiation must be defensible in one sentence

If you can't explain your differentiation in one sentence, evaluators won't remember it. If they don't remember it, they can't advocate for you when the panel discusses applications.

The structure: [We/Our technology] does X [which competitors cannot because] Y.

  • "We verify credentials in zero-knowledge, which competitors cannot do because their architecture requires storing plaintext data."
  • "Our drug discovery platform finds novel binding sites by modeling protein dynamics, which existing tools miss because they use static structures."
  • "We train language models on-device with no data leaving the phone, which cloud-based alternatives cannot because they require internet connectivity."

Test your one-sentence differentiation: if you removed your company name, would this sentence apply to any competitor? If yes, it's not a differentiation — it's a feature.

Rule 6: Write the financial projections last

Most founders write financial projections first (because investors ask for them) and then build the application around them. Grant evaluators see through this immediately — the projections feel disconnected from the narrative.

Write your financial projections last. By then you'll know exactly what the product does, who buys it, and at what price. Your projections should flow naturally from your market analysis:

  • Segment: enterprise financial services in DACH and Nordics
  • Target: 12 banks in Year 1, 35 in Year 2, 80 in Year 3
  • Contract value: €280K/year (based on current LOI pricing)
  • Revenue: Year 1: €3.4M, Year 2: €9.8M, Year 3: €22.4M

The evaluator can check this math. They can also see whether the numbers are consistent with your team size, go-to-market, and budget ask. Projections that don't follow from the narrative get discounted.

Rule 7: Budget tells a story

A grant budget is not just a spreadsheet — it's a narrative of how you'll use the money to achieve the stated objectives. Every line item should be traceable to a specific objective.

Common mistakes:

  • Personnel salaries that don't match the stated team or work plan
  • Equipment costs that aren't justified by specific research tasks
  • Travel budgets with no explanation of where, why, and when
  • Subcontracting costs that seem arbitrary

Strong budgets include brief justifications: "External audit firm, €80K — required for ISO 27001 certification needed for enterprise sales (Objective 3)." Even a sentence of justification per line changes how evaluators read the budget.

Rule 8: Don't let engineers write the market section

Technical founders almost always have technically excellent applications with market sections that feel like afterthoughts. "The market for X is large and growing" followed by a single Gartner citation is a 5-minute placeholder, not a market analysis.

The market section needs to answer:

  • Who specifically will pay for this? (named customer segments, not "enterprises")
  • What do they pay today to solve this problem?
  • What is their willingness to pay for your solution?
  • How do you reach them? (channel, sales cycle, who signs the check)
  • What's the bottleneck on growth? (supply, demand, regulatory, technical?)

If writing this section feels difficult, that's signal — you may not have validated your market sufficiently. The best time to fix this is before submitting, not after rejection.

Rule 9: The team section should make you uncomfortable

Most team sections are modest. European founders especially tend to undersell themselves: "Dr. X has experience in machine learning and previously worked in industry."

Write the team section as if you're making the case that no other team in the world is better positioned to do this specific work. If that claim doesn't feel true, figure out why and either adjust the claim or fill the gap.

What to include:

  • Specific prior achievements, not responsibilities (not "led R&D team" but "built the anomaly detection system now used by 400M devices")
  • Domain-specific credibility (have you shipped products in this exact market?)
  • Complementarity (does the team together cover technical depth + commercial execution + industry relationships?)
  • Any prior grants, publications, patents — these are proof points

Rule 10: Risk registers should name real risks

"Technical risk: the technology may not work as expected. Mitigation: we will conduct thorough testing."

This is not a risk register. It's a placeholder that experienced evaluators find insulting.

Strong risk registers name the specific failure modes:

  • "Our primary technical risk is the performance of the ZK circuit at production scale — current benchmarks show 2.4s proving time; commercial requirement is under 1s. Mitigation: parallel optimization workstream on circuit architecture; fallback to BBS+ signatures for non-critical predicates with 0.3s proving time already benchmarked."
  • "Market risk: enterprise sales cycles may extend beyond 6 months, delaying revenue against our projections. Mitigation: three signed LOIs with contractual commitments to begin pilots within 60 days of grant award; pricing model structured as pilot + expand to reduce initial procurement barrier."

Real risks make evaluators trust you. The message is: "we've thought about what could go wrong and we have a real plan."

Rule 11: Read the evaluation criteria and reverse-engineer from them

Every grant program publishes its evaluation criteria. Most applicants read them once and then write whatever they were planning to write anyway.

The correct approach: put the evaluation criteria in a separate document. After writing each section, go back and explicitly check: how would an evaluator score this section? Is this the best evidence I can provide for each criterion?

For EIC Accelerator:

  • Innovation (30%): have you made a specific, defensible technical claim?
  • Impact (30%): is the market case compelling and evidence-backed?
  • Implementation (30%): does the work plan, team, and budget hang together?

If your draft scores low on any criterion, the problem isn't presentation — it's substance. Add evidence, add specifics, add numbers.

Rule 12: The last paragraph of every section is as important as the first

Evaluators read the first and last sentences of every paragraph most carefully — the middle often gets skimmed. Structure each section to have a strong conclusion that re-states the main claim with evidence.

Every major section should end with a sentence that sounds like a verdict:

  • "Together, these three technical innovations give ZeroVault a 3-5 year defensible lead over any well-funded competitor attempting to replicate our approach."
  • "The combination of signed LOIs, regulatory tailwinds, and first-mover positioning in ZK-native compliance makes this a high-probability commercial success, contingent on securing the infrastructure funding this grant would provide."

These closing sentences are what evaluators remember when they're scoring.


The meta-principle

Every one of these rules points to the same underlying truth: grant evaluators are not reading to be impressed — they're reading to find reasons to fund or reject. Your job is to give them overwhelming evidence for funding and remove every possible reason to reject.

Read your own application as a hostile evaluator. For every claim, ask: is this specific enough to be verifiable? For every number, ask: where does this come from? For every argument, ask: what's the strongest counterargument, and have I addressed it?

The applications that win are not the ones with the best technology. They're the ones with the best evidence that the technology, team, and market combine to produce a fundable outcome.
